Although separate and individual, the function of each unit is basically the same:
Conduct preliminary and follow-up investigations on criminal offenses. Gather information
and evidence, which ultimately leads to the identification, apprehension, prosecution
and conviction of criminal offenders. The investigators document all information and
evidence in report form which is then forwarded to either the Municipal or County Prosecutor.
They continue to assist the Prosecutor throughout the judicial procedure until case closure.

- Function
Traffic Enforcement Officers have primary responsibility for Crash Investigations involving serious or fatal injuries, and accident reconstruction. Hit Skip accident investigations, court ordered immobilizations and salvaging of vehicles. Traffic Enforcement Officers also handle traffic control related matters, in addition to speed and DUI enforcement. Participation in special events (parades, funeral processions, VIP escorts, etc.), conduct Safety Town and other safety related programs.

The Traffic Bureau will be summoned by a supervisor and will be responsible for the investigation of fatal crashes, serious injury crashes and crashes involving promoted officers. Crashes resulting from pursuits that terminate inside of the city, regardless of whether or not the pursuit was initiated by this agency.

- Function
Community Resource Officers; development and implementation of crime prevention programs, positive community relations, and effective community policing. The level of commitment extends to initiating and maintaining active partnerships with the corporate and private communities of Lorain to reduce the opportunity for criminal activity.
School Resource Officers; is designed to provide a valuable forum through which students, parents, faculty, and police officers can become acquainted and, as a result, earn mutual respect, demonstrating to parents and faculty that the Lorain Police Department has a genuine interest in the community's youth.

A request for immediate tactical use of a canine may be made by any police officer at the scene of an incident through their immediate supervisor. If a canine officer is not on duty, the supervisor may call one out.

The main objective of this team to provide a controlled and coordinated response to emergency situations in an effort to protect the citizens of Lorain, the police personnel responding to such incidents, and the subject(s) involved. The ultimate goal and purpose of this team is the protection of life. In this effort, the team will use all tactical ability available. Typical uses for the Critical Response Team are:
High Risk Search / Arrest Warrants, Barricaded Subject(s), Subject(s) with Hostage(s), Suicidal Person(s), Special Situations

The S.W.A.T. unit operates out of the Lorain Police Department, 1st Floor of the Justice Center. This is a secondary duty for selected officers.

The S.W.A.T. unit is deployed through out the Lorain city, as the situation dictates. In special circumstances, the unit can be sent outside the city of Lorain via the mutual aide agreement.
- Protocol for activating
A patrol supervisor may immediately call out the SWAT Team in any situation in which officers or others are in immediate danger of serious physical harm from another, or that cannot be resolved by available patrol resources. In less emergent situations where a supervisor wishes to call out the SWAT Team, the Operations Captain should be contacted for approval of the use of SWAT.

Officers who have been specially trained and prepared to deal with situations involving persons who have mental illnesses and know how to respond to these situations in an appropriate and sensitive manner. Helping people with mental illnesses and their families obtain the services of mental health organizations, hospitals, clinics, and shelter care facilities.

The majority of these specially trained officers are assigned to the Patrol Operations Bureau, Uniform Division. This is a secondary duty for selected officers.

Patrolling the waters of Lake Erie, Enforcing Marine laws of the Federal Government (U.S. Code 19), Enforcing Marine laws of the State of Ohio, and City Ordinances, Conducting safety checks of boaters. Other responsibilities include response to calls for assistance, missing boats/ divers, boats aground, and assistance to other law enforcement jurisdictions when requested. Officers will also participate in special events and present boating safety programs to interested parties.

The Underwater Search and Recovery Team (Dive Team) is joint operation with the Lorain Police Department, Lorain Fire Department and the Lorain Police Auxiliary, it is responsible for underwater search and recovery operations. Underwater search and recovery operations encompass underwater criminal investigations, the recovery of bodies and property, and other operations, which by their nature fall into the scope of duties and obligations of the Lorain Police Department.

The Lorain Police Department provides for an Auxiliary Police Officer Program to enhance manpower and to meet the demands created by emergencies such as civil disturbances, natural disasters, and other emergency conditions. The Lorain Police Auxiliary also provide assistance with court security, homicide scenes and other high risk incidents, support patrol, under water recovery team and various other duties.

Kidnapping or Abduction, Child abuse incidents that result in serious physical harm. Death of any child (other than death caused by traffic crash). All other serious felonies where a crime scene exists that, if not processed immediately, could result in the loss of crucial evidence and only if said evidence cannot be properly collected by the investigating patrol

Property Crimes Bureau is responsible for investigating cases that are, or may be felonies, such as crimes involving identity thefts, consumer fraud, business fraud, fraud, theft and illegally trafficking in firearms. Property Crimes Bureau is also responsible for computer related crimes, examinations of computers, computer systems, and computer media. The bureau also, recovers stolen property, and prepares cases for prosecution.

Collaborates with the Lorain County Drug Task Force, Drug Enforcement Agency, Federal Bureau of Investigation, United States Marshals and other government agencies.

The purpose of the Exploring program is to provide experiences to help young people mature and to prepare them to become responsible and caring adults. Explorers are ready to explore the meaning of interdependence in their personal relationships and in their communities. If you have an interest in the career of Law Enforcement, then joining a Police Explorer Post is your first step towards a exciting and fullfilling career in police work. Law Enforcement Exploring is only an introduction to the police profession. Career surveys conducted in high schools throughout the country demonstrate a significant level of student interest in law enforcement and criminal justice.
The department is in the planning stages of implementing a Police Chaplaincy Program. This
program is designed to assist police personnel in handling a variety of crisis situations
and to provide police and citizens with the best possible service in the time of personal
crisis or tragedy.
It involves a select group of ordained clergy who are provided the essential guidelines in
handling emergency matters such as death notifications, aggravated domestic problems,
contemplated or attempted suicides, etc. This service provides responsible, ordained members
of the clergy who will be on call to assist police when requested. This assistance often
involves complex problems requiring a high degree of sensitivity; therefore, specialized
training is extensive for this ministry.
